The Mission Rock Partners development team, a collaboration of the San Francisco Giants, Tishman Speyer and the Port of San Francisco, recently marked the topping out of Parcel F, a 23-story multifamily residential tower in San Francisco’s Mission Rock neighborhood.

Designed by award-winning international architecture and urban design practice Studio Gang, Parcel F will encompass 254 rental apartments – 97 of which will be offered below market rate – along with a series of amenity and outdoor spaces. The 315k sf tower, which is expected to open in summer 2024, will also host a variety of street-level shops and cafes, as well as 25k sf of co-working and event space operated by Studio, Tishman Speyer’s global flexible workspace platform. Webcor Builders is serving as general contractor on the project.
Parcel F is the fourth and final tower in the first phase of the Giants’ and Tishman Speyer’s Mission Rock, a dynamic 28-acre, mixed-use waterfront community. Located across China Basin Channel from Oracle Park, Mission Rock Partners welcomed the first residents to the neighborhood earlier this month.
Parcel F will be just steps away from the under-construction China Basin Park, a five-acre waterfront park that will serve as Mission Rock’s cultural and recreational centerpiece. The SCAPE-designed park will extend the Bay Trail around a generous central lawn that frames panoramic views of the Bay Bridge. The first portion of the park is scheduled to open in early 2024.
“The vision for Mission Rock is now coming to life,” said Tishman Speyer Senior Managing Director Carl Shannon. “Working with Studio Gang, we have designed and programmed Parcel F to serve as a central social hub, animated by new residents, community-serving retail, and places for people to connect and take in stunning views of the city.”
“We designed Parcel F to create not only a vibrant community within the building itself, but also to inspire connections across the Mission Rock development and to San Francisco’s waterfront,” said Weston Walker, design principal and partner at Studio Gang. “By emphasizing indoor-outdoor connections and by creating thoughtful relationships to its surrounding context, Parcel F is poised to become a healthy and community-focused living environment.”
Parcel F is designed to work with its neighboring Mission Rock buildings to foster a welcoming and diverse neighborhood from day one. The tower’s base incorporates a range of storefronts and micro-activations at street level that connect the building at a human scale. Studio Gang’s design also carves into the base of the tower to create an inviting outdoor space with sunny planted terraces and raked seating, like a mesa, where residents can socialize and relax, taking in views of the activity in the main public square below which will be constructed in a future phase.
The sculpting strategy of Parcel F continues up the tower, where floorplates are carved back at the corners to create comfortable outdoor terraces. Oriented and shaped to maximize sunlight and minimize wind, the terraces feature impressive views of the surrounding city and bay, while continuing the “community topography” started at the mesa. Subtle variations in color bring added character to the tower.
A lively “sky garden” will adorn the top of the tower, where residents of Mission Rock can relax and connect. The garden’s regionally appropriate plantings will create an attractive place for birds, butterflies and other pollinators to visit, supporting healthy biodiversity within the city. Parcel F is targeting LEED Gold certification.
Mission Rock Partners recently completed The Canyon, a mixed-use tower designed by MVRDV, which features 283 apartments – 102 of which are available at below market rate – along with office space, retail and restaurants.
Construction is also complete on the first office building, a Henning Larsen-designed tower that will serve as Visa’s Global and North American headquarters. Work is progressing on a commercial/life science building by WORKac. Each of the commercial buildings encompass approximately 300,000 square feet with dynamic ground floor retail. In addition to designing Parcel F, Studio Gang facilitated the collaboration among the cohort of design architects of the phase one buildings to establish design principles for the neighborhood.
Upon full completion, Mission Rock will encompass over 1,000 rental apartments, 40% of which will be affordable to low- and moderate-income households; eight acres of public parks and open space; and up to 1.4 million square feet of high-quality office and lab space. Mission Rock will also incorporate over 200k sf of neighborhood retail and local manufacturing space; a parking structure to serve the ballpark and other local needs; and the rehabilitation of historic Pier 48.
