Work has started on City Lights, a 350k sf, open-air retail destination redevelopment of the former East Hills Mall site in Northeast Bakersfield. The project, located at 3000 Mall View Rd, is anticipated to open in the spring of 2027.
City Lights is designed to become a vibrant new gathering place for Bakersfield residents. The project will bring together shopping, dining and everyday conveniences in a modern, walkable environment. The development represents a major step forward for the revitalization of Northeast Bakersfield and signals renewed investments in one of the city’s fastest-growing communities.
The development team includes Fresno-based Parnagian Capital Group, Southern California-based Stephen Zimmerman of ZDI and Los Angeles developer Michael Heslov. Leasing for the center is being led by Duane Keathley and Vince Roche of Cushman & Wakefield, who are actively working with national retailers interested in joining the project.

When complete, City Lights will feature a carefully curated mix of national brands, community spaces and dining options that create a regional retail destination for Kern County. Confirmed tenants include Boot Barn, Sprouts, Ross, Ulta, Skechers, Marshalls, Burlington, PetSmart, Hobby Lobby, Bath & Body Works, Tilly’s and Five Below. Additional food and retail concepts are expected to be announced as leasing continues.
Designed with convenience and community in mind, the open-air center will offer flexible retail and service spaces, welcoming public gathering areas and ample parking. It’s location along Mall View Rd between Mt. Vernon Ave and Oswell St, near State Route 178, provides strong visibility and easy access for shoppers across Bakersfield and the greater Kern County region.
City Lights also sits among an established cluster of national retailers including Target, Walmart Supercenter, Home Depot, Albertsons and Starbucks. This strengthens the area as a key retail corridor for the city.
Additional members of the development team include Moorefield Construction, Bickel Group Architecture, IMG Construction Management and civil engineering firm McIntosh & Associates.
