The Meadows Senior Apartments in Lake Forest, a new, 65-unit affordable housing community for residents 62 years and older, just opened its doors to the public. Offering affordable units designed for seniors earning from 30% - 60% area median income, the project is a development of C&C Development and Riverside Charitable Corporation.
The Meadows Senior Apartments are located within the Toll Brothers Meadows Master Plan Community at the corner of Bake Pkwy and Lopala. The master-planned community is comprised of single and multifamily housing integrated with significant open space and community amenities.
Situated within this master plan, Meadows residents benefit from close proximity to transit, adjacent parks, and the Lake Forest Clubhouse Senior Center. The community also won the Senior Housing award at the recent Affordable Housing Awards 2025.
Contained within a single two-story building, units at The Meadows range in size from approximately 600 sf to 800 sf. All units are ADA accessible and adaptable. The community offers abundant community space with plenty of passive and active spaces such as open grassy areas, verandas, and pickleball courts that offer residents a living experience comparable to a market rate community. Common amenity space also includes a kitchen, laundry room, leasing office, supportive services manager office, and outdoor verandas with a BBQ pavilion. The property is also located adjacent to a community park and dog park.
To further benefit the neighborhood and residents, the developers incorporated sustainable design elements and practices, such as drought tolerant landscaping, installation of energy efficient HVAC systems, photovoltaic systems and Energy Star appliances.
Residents will receive on-site supportive services from LifeSTEPS the leading provider of resident services for affordable communities within California. Services will be located on-site and will consist of educational classes as well as health and wellness programs. These services give older adults the ability to live and age in their homes and communities safely, independently, and comfortably.
The Meadows is the first C&C Development community to incorporate pickleball courts, providing an important central hub for physical activity, social interaction and friendly competition. Pickleball is especially popular among seniors because it is a low-impact sport as the smaller court size and slower ball speed makes it a great workout for players of all skill levels.
Financing for The Meadows consists of Low-Income Housing Tax Credit funding through the California Tax Credit Allocation Committee (TCAC), California Debt Limit Committee (CDLAC) and California Statewide Communities Development Authority (CSCDA). A construction and permanent loan provided by Bank of America. Additional financing was provided by the City of Lake Forest, The County of Orange, OC Housing and Community Development and The Orange County Housing Finance Trust.
