Meta Housing Corporation and LA Family Housing Start Work on L.A. Area Supportive Housing Community

Meta Housing Corporation and LA Family Housing have broken ground on Silva Crossing, a 56-unit, permanent supportive housing community located in the northeastern San Fernando Valley community of Sylmar. The $30.5 mil development will provide permanent supportive housing for some of the most vulnerable populations in the community.

Los Angeles-based Meta Housing partnered with LA Family Housing, Los Angeles Housing + Community Investment Department, Los Angeles County Development Authority, California Department of Housing and Community Development, California Debt Limit Allocation Committee, California Tax Credit Allocation Committee, Los Angeles County Proposition HHH, No Place Like Home, Los Angeles County Measure H, RBC Capital Markets, and Pacific Western Bank to finance the project.

“As we know, the current crisis threatens to reinforce inequalities and deepens the struggles of our disadvantaged populations, including individuals with limited means and those experiencing homelessness,” commented Emilio Salas, LACDA Executive Director. “The groundbreaking of Silva Crossing is an effort to improve the quality of life for residents and an investment in a more sustainable future for affordable housing.”

The property site, at 12667 San Fernando Rd, was acquired in July of 2018. Construction of Silva Crossing began in October of 2020 with completion estimated in July of 2022.

At 47.8k sf, Silva Crossing will provide 53 studios, each roughly 400 sf, and three one-bedroom units, each roughly 550 sf. Of these units, 23 will serve chronically homeless individuals, and 32 will serve homeless individuals.

Six studios and one one-bedroom unit will be mobility accessible, featuring larger door openings, grab bars, wheelchair turnaround spaces, removable cabinets at countertops for wheelchair knee and toe clearance, and handheld showerheads. Three studios and one one-bedroom units will serve hearing and visually impaired residents and will be equipped with visual fire alarm and doorbell warning systems, talking thermostats, and strobe lights.

All rental units will be fully furnished, including refrigerator, microwave, stove, tables and chairs, bed, and bedding.

The development will also feature common spaces exclusively for residents including a 1k sf community room, approximately 450 sf of office space for service providers, a 200 sf technology center, and 4.7k sf of open outdoor area, including a dog-walk area, an open courtyard, and a deck on the fourth floor for residents to gather. The John Stewart Company will operate and maintain the designated community recreation and office space on the ground floor of the building.

The project will also include laundry facilities, 27 parking spaces for residents, and secure indoor bicycle parking. On-site service provider offices will be provided throughout the building for residents to receive case management.

Silva Crossing will be built to GreenPoint Rated certification and will include energy-efficiency compliance of at least 10% greater than 2016 Title 24 Energy Standards. Specific sustainability features include high-efficiency, lightning ENERGY STAR-labeled refrigerators, dishwashers, and washers and dryers; an onsite water-management system; and the utilization of drought-tolerant, non-invasive plants for landscaping. Additionally, the development will feature energy-efficient windows, an energy-efficient “cool roof” and HVAC systems, enhanced thermal insulation in the exterior walls and roof, energy-efficient water-heater boilers, and a solar thermal system water-heating system with EPA WaterSense-compliant plumbing fixtures. Also, fiberglass insulation will meet Greenguard Gold Certification, and hard-surface floorings will be installed in all kitchen and bathroom areas.

Silva Crossing’s architectural design will be consistent with the traditional style of the nearby existing commercial and residential buildings along the San Fernando corridor. The massing steps down toward the neighboring community in the rear, while still maintaining the street presence. Large storefront elements on the property will help maintain the commercial feel along San Fernando Rd. The elevations incorporate a variety of materials, including brick, stucco, and horizontal siding to create different textures and to define the massing.

Meta Housing Corporation and LA Family Housing will serve as co-developers on the project. Y&M Architects will serve as the project’s architect, while KPRS will serve as contractor.
